§ 130.13 STATE OF EMERGENCY.
   On information furnished by the Chief of Police or any other citizen that injury is threatened to the persons, lives, and property of the citizens of the city, the Mayor may, by proclamation, declare a state of emergency exists within the city and limit the number of persons who may assemble, or limit or prohibit places of assemblage, and may limit or prohibit the use of the sidewalks and streets by pedestrians and vehicles and limit or prohibit the use of public buildings for purposes of assembly in the event an emergency exists as set out above.
