§ 130.11 NOISES.
   (A)   It shall be unlawful for any person to make any loud or raucous noise, whether by the use of bell, horn, musical instrument, radio, or other device, or by crying, shouting, singing, or otherwise, in, on, or about any street or public way of the city for the purpose of advertising any business or occupation, or the sale of any commodity, or for any other purpose, provided however, that this section shall not apply to hucksters vending their wares from wagons or automobiles during daylight hours, or to newsboys crying the sale of newspapers, and provided further that this section shall not be construed to prohibit the use of amplifiers in public buildings at public speakings, or other public gatherings.

   (B)   Sound trucks. It shall be unlawful, and it is now declared to be a nuisance for the operator or the owner of a vehicle or truck intended primarily for advertising purposes, or usually or commonly called a sound truck, and/or equipped or provided with a large or loud bell, horn, or with an amplifier or loudspeaker, or with radio or other mechanical sound or noise-producing instrument or appliance with amplifier or loudspeaker, or with music or sound-producing instruments or appliances operated with or by hand, steam, air, electricity, or other means, or with any other noise or sound-producing instrument or appliance, to drive or operate, or cause to be driven or operated, such vehicles or trucks on any of the streets of the city at any hour or time of the day or night, because such vehicle or truck, when so operated, does disturb the public peace and tranquillity, interferes with traffic, and endangers the public safety, welfare, life, and property.

   (C)   Emission from private premises. It shall be unlawful, and it is now declared to be a nuisance, for any person to operate anywhere in the city any radio, musical instrument, or public address system, or advertising system, or mechanical device of any kind, equipped or provided with any amplifier or loudspeaker, so as to convey the sounds from the machine or device from private premises out on the public streets in the city at any hour or time of the day or night, so as to disturb the public peace and tranquillity and endanger the public safety, welfare, life, and property.
