A separate and independent sanitary sewer connection shall be provided for every building except that where one building stands at the rear of another on an interior lot and no building sewer is available or can be constructed to the rear building through the property or an adjoining alley, court, yard, or driveway, the sewer from the front building may be extended to the rear building and the whole considered as one sewer (except for sewer connection charges accruing from such buildings or properties).
(Ord. 1984-35, passed 12-18-84) Penalty, see § 51.999
Old sewers may be used in connection with the new buildings, only when they are found on examination and test by the Superintendent, to meet all requirements of this chapter and are adequate to serve the purposes of the new building and its use. Abandoned connections shall be effectively closed or sealed off as directed by proper municipal representatives.
(Ord. 1984-35, passed 12-18-84) Penalty, see § 51.999
Where possible, the building sewer to serve a new building shall be brought to the building at an elevation below the basement floor. The depth shall be sufficient to afford protection from frost and shall at a minimum be 42 inches from the ground level to the top of pipe. Insofar as possible, the building sewer shall be laid at a uniform grade and in straight alignment. Changes in direction shall be made only with properly curved pipe and fittings, unless the break in the line is made at a manhole facilitating servicing. In all buildings in which the outlet from the lowest plumbing fixture is too low to provide gravity flow to the sewer, all sewage from such fixtures shall be lifted by approved mechanical means and discharged into the building sewer. No water operated sewage ejector shall be used.
(Ord. 1984-35, passed 12-18-84) Penalty, see § 51.999
The building sewer shall be constructed of Extra Strength Clay Sewer Pipe and Fittings meeting the requirement of ASTM C-700 with polyurethane joints meeting the requirements of ASTM C-425; or Poly (Vinyl Chloride) (P.V.C.) Plastic Pipe and fittings meeting the requirements of ASTM D-3034 with joints meeting the requirements of ASTM D-1869. If installed in filled or unstable ground, the pipe shall be laid on a suitable improved bed or cradle as approved by the Superintendent. All joints shall be made in strict accordance with the manufacturer's recommendations.
(Ord. 1984-35, passed 12-18-84) Penalty, see § 51.999
The size and slope of the connecting sewer shall be subject to the approval of the Superintendent. If six-inch pipe is used, the slope shall not be less than 1/8 inch per foot. If a four-inch pipe is used, the slope shall not be less than 1/4 inch per foot.
(Ord. 1984-35, passed 12-18-84) Penalty, see § 51.999
(A) All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the Superintendent. Pipe laying and backfill shall be performed in accordance with ASTM specification (Designation C-12) except that no backfill shall be placed until the work has been inspected by the Superintendent or his representatives.
(B) All excavations for building sewer installations shall be adequately guarded with barricades and lights so as to protect the public from hazard.
(C) If any portion or any part thereof of an open ditch or drain within the city becomes filled or obstructed, it shall be the duty of the owner or occupant of the land to remove all obstructions or fillings at his own expense.
(Ord. 1984-35, passed 12-18-84) Penalty, see § 51.999
The connection of the building sewer into the public sewer shall be made at the "Y" branch designated for that property, if such branch is available at a suitable location. If the public sewer is 12 inches in diameter or less and no properly located "Y" branch is available, the owner shall at his expense install a "Y" branch in the public sewer or make the connection with a saddle of approved type at a location approved by the Superintendent. Where the public sewer is greater than 12 inches and no properly located "Y" branch is available, a neat hole may be cut into the public sewer to receive the building sewer with entry in the downstream direction of an angle of about 45 degrees. A 45 degree ell may be used to make said connection provided the spigot end is cut so as not to extend past the inner surface of the public sewer. The invert of the building sewer at the point of connection shall be at the same or at a higher elevation than the invert of the public sewer, but no higher than a point one-half the vertical distance between the invert and crown of the public sewer. A smooth, neat joint shall be made and the connection made secure and watertight by encasement in concrete. Manholes shall be constructed at any junction of an eight-inch diameter or larger sewer into public sewer.
(Ord. 1984-35, passed 12-18-84) Penalty, see § 51.999
A person shall not avoid connection to such sewer by reason of actual distance from the building or structure to the connecting point at such sewer.
(Ord. 1984-35, passed 12-18-84) Penalty, see § 51.999
The applicant for the building sewer shall notify the Superintendent at least one working day in advance of when the building sewer will be ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the said Superintendent or his representative.
