The seven initial members of the Commission for the Handicapped shall be appointed by the Mayor with the advice and consent of the Common Council and shall serve without compensation as follows: three shall be appointed for one year; two shall be appointed for two years; and two shall be appointed for three years. After the initial term each appointment shall be for a period of three years. In the event of a vacancy, a successor shall be appointed to serve for the unexpired period of the term for which such member had been appointed. Members of the Commission may be removed by the Mayor for cause, but for no other reason. Members shall be residents of the city.

The Commission for the Handicapped shall elect from its membership once each year a Chairman, Vice-Chairman, and Secretary. The Commission shall hold one regular meeting every other month and such special meetings as the Chairman may deem necessary.

DEPARTMENT OF ECONOMIC DEVELOPMENT
There is hereby created pursuant to the provisions of IC 36-7-12-1 et seq. a Department of Economic Development which shall be under the control of a Commission consisting of five members, which is also hereby created and which shall be known as the City Economic Development Commission.

The three members of the Economic Development Commission shall be appointed as provided by IC 36-7-12-5. The Clerk-Treasurer shall promptly notify the appropriate executive officers and the governing bodies required to make nominations, which said notice, selections, and nominations shall be done pursuant to IC 36-7-12-5 and 36-7-12-9.
