A. It is unlawful for the owner or operator of any establishment serving alcoholic beverages to permit any person under the age of twenty-one years to attend, work in, frequent or loiter in or about such premises unless such person is accompanied by his parent or guardian.
B. It is unlawful for the owner or operator of any pool room or billiard parlor open to the general public, or where membership is required, to permit any person under the age of eighteen years to attend, frequent or loiter in or about such premises unless such person is accompanied by his parent or guardian. A. "Model glue" means any aerosol spray, aerosol spray paint, glue or cement of the type commonly used in the building of model airplanes or for miscellaneous household repairs, or any similar substances containing hexane, benzene, toluol, toluene, xylene, carbon tetrachloride, chloroform, ethylene dichloride, acetone, cyclohecanone, methyl ethyl ketone, methylisobutyl ketone, amyl acetate, butyl acetate, ethyl acetate, tricresyl phosphate, butyl alcohol, ethyl alcohol, ispropyl alcohol, methylcellosolve acetate, trichloroethane, or ether, or other solvent or chemical having the property of releasing toxic vapors. This definition shall also include aerosol spray products, gas, gasoline, or other solvents and petroleum products.
B. It is unlawful for any person to intentionally smell, sniff or inhale the fumes or vapors of any model glue, aerosol spray product, or other chemical substance for the purpose of causing a condition of, or inducing symptoms of, intoxication, elation, euphoria, dizziness, excitement, irrational behavior, exhilaration, stupefaction, or dulling of the senses or the central nervous system, or for the purpose of changing, distorting or disturbing the audio, visual or mental processes in any manner; however, this section shall not apply to the inhalation of any anesthesia for legitimate medical or dental purposes.
C. It is unlawful for any person to intentionally possess, buy, sell, transfer possession or receive possession of any model glue for the purpose of violating or aiding another to violate any provision of this section.
D. It is unlawful for any person under the age of eighteen years to possess or buy any model glue, aerosol spray paint, except when under the supervision of a parent or legal custodian.
E. It is unlawful for any person to sell or deliver, give, or transfer possession of any model glue to any person under eighteen years of age. (Ord. 402, 1996: amended during 1992 codification; Ord. 330 (part), 1984: Ord. 286, 1979: prior code § 7-4-10)
A. It is unlawful for any minor, not in the regular employ of any railroad company, to get upon freight or other cars in the city for the purpose of breaking or riding the same or for any other purpose except as a passenger coming or going from the station to the city.
B. It is unlawful for any person under the age of eighteen years to catch hold of any of the cars of any railroad company within the city while the same are in motion or to ride on the steps of such cars, hang on the rods or run along the sides of such cars when they are in motion, near enough to be in danger of being caught by the wheels thereof in case such child should fall or stumble. No person under the age of eighteen years and subject to the compulsory school attendance law shall be upon or about public streets, public places of amusement and entertainment within the city during the hours when said person is required by state law to be in attendance at either a public or private school, a home school or a state institution. It is unlawful for a person to encourage or assist anyone subject to the compulsory school attendance law to fail or refuse to attend or return to school unless said absence is excused by an appropriate school official or such absence is excused by the ordinance codified in this chapter or otherwise recognized by state law.
