§ 53.14 RESERVATION OF RIGHTS AND POWERS.
   The Metro Government reserves to itself all rights and powers which are now or may hereafter be vested in its Metro Council, Department, or other officers concerning the control and the regulation of the use of its streets, avenues, alleys, highways, and other public places to prevent encumbering them and to regulate and protect all future uses of them, and does reserve to the fullest extent the right and power to exercise any and all of its police powers at any time. Nothing contained herein shall be construed to in any way abridge, prevent, or waive any such powers, nor shall any exception herein be construed to prevent or abridge further regulation and control.

§ 53.98 SEVERABILITY.
   If any provision of this chapter as now or later amended or its application to any person or circumstance is held invalid, the invalidity does not affect other provisions that can be given effect without the invalid provision or application.

§ 53.99 PENALTY.
   Any person violating any provisions of this chapter shall be guilty of a misdemeanor and shall be fined not less than $100 nor more than $250 for each offense. Each day the violation continues shall constitute a separate offense.
