The Department shall consider all applications, statements, plans, and details presented; examine into the space available for conduits or ducts under the streets, alleys, and public places applied for; and decide on and approve such plans, specifications, materials, and details for construction of such conduits, ducts, and manholes; provide such conditions as in its opinion the public interest and needs of the applicant seem to demand; and include in the plans one duct in each trench, and reserve the privilege of use of manholes and appurtenances for use of the Metro Government as it may require for its police and fire alarm circuits, traffic lights and street lights, and telephone services or other services that the Metro Government may require or designate. Such ducts, manholes, and appurtenances in connection therewith shall be constructed and maintained by the parties receiving the permit, and shall be used by the Metro Government free of charge or cost of any kind.
