§ 53.02 RESTRICTED DISTRICT; EXCEPTIONS.
   (A)   No telecommunications, telephone, or electric light or power poles, wires, tubes, or cables, or other wires shall be thereafter placed above the surface of any street, alley, or public place in that portion of the area embraced within the boundaries of District A, except the following:
      (1)   Conductors placed inside of posts or brackets used in connecting lamps and signal boxes on streets with underground conductors.
      (2)   Wires, cables, tubes, and other electrical conductors as may be necessary for local distribution within the boundary of each block within District A may be maintained overhead within the confines of each of such blocks in District A, but not on, across, over, or above the surface of the streets surrounding the blocks of and in District A except by such means and in the manner as the Director shall director shall direct, and under the supervision, rules, and regulations of the Director.
   (B)   Low potential signaling wires may be trained overhead across streets in the discretion of the Director.
