No person shall solicit custom or patronage for any purpose for or on behalf of himself or any other person upon any railroad train or car, boat or other vehicle operated as a common carrier for passengers without the written consent so to do from the owner, lessee or managing agent of such railroad train or car, boat or other vehicle.
