(a) There is hereby created and established in the Treasury of the City of Los Angeles a special fund to be known as the “Foreclosure Registry Program Fund” (Fund).
(b) The purpose of the Fund shall be the receipt, retention and disbursement of funds received by the Los Angeles Housing Department pursuant to Article 4 of Chapter XVI of the Los Angeles Municipal Code (LAMC). The Fund shall also be used for the disbursement of monies transferred into the Fund by the City Council.
1. Disbursement of funds shall include the reimbursement of monies to the City’s General Fund for proactive external inspections of certain properties pursuant to LAMC Section 164.06 B.
(c) The Fund shall be administered by the General Manager of the Los Angeles Housing Department (General Manager) or the General Manager’s designee(s), in accordance with established City practices.
(d) Disbursement of funds requires the approval of the General Manager or the General Manager’s designee(s). No expenditure shall be made from this Fund without the prior approval of the General Manager or the General Manager’s designee.
(e) The General Manager shall inform the Controller of any special condition or restriction imposed upon any monies accepted for deposit in the Fund.
(f) The General Manager is authorized to establish procedures to carry out the provisions of this article.
(g) The Fund shall be interest bearing. All interest and other earnings attributable to monies in the Fund shall be credited to the Fund and devoted to the purposes of the Fund.
(h) The General Manager shall maintain appropriate accounting records of the actual costs of the services rendered pursuant to the Fund. Penalties collected in connection with Article 4 of Chapter XVI of the LAMC shall be placed in a subaccount within the Fund and may be allocated by City Council for any purpose. A year-end report shall be prepared which shall be submitted within 90 days after the close of each fiscal year. Uncommitted funds remaining in this Fund at the close of any fiscal year shall not revert to the Reserve Fund, but shall remain in the Fund.

(a) There is hereby created within the Treasury of the City of Los Angeles a Trust Fund known as the “Medi-Cal Intergovernmental Transfer Program Trust Fund” (Fund).
(b) The purpose of this Fund is the deposit of monies received from the State of California Department of Health Care Services, or its contracted Health Care Plans, for the Los Angeles Fire Department to provide emergency medical and ambulance transport and health care services in accordance with California Welfare and institutions Code Section 14301.4 or successor section.
(c) The Fund shall be administered by the Fire Department in accordance with standard City practices.
(d) Expenditures from the Fund require prior authorization from the City Council.
(e) All interest or other earnings from moneys received into the Fund shall be credited thereto and shall be devoted to the purposes set forth herein.

(a) There is hereby created within the Treasury of the City of Los Angeles a Trust Fund known as the “City Attorney Community Justice Initiative (CJI) Trust Fund”.
(b) The purpose of this Fund is the receipt, retention and disbursement of local, state and federal funding as well as of gifts, contributions and bequests for the support of the City Attorney’s Community Justice Initiative, a community based partnership whose purpose is to engage the community in improving the criminal justice process.
(c) The Fund shall be administered by the City Attorney or the City Attorney’s designee in accordance with the purposes of the program.
(d) Expenditures from the Fund shall be authorized by the City Attorney or the City Attorney’s designee.
(e) Any local, state and federal funding, as well as of gifts, contributions and bequests to the Fund which do not exceed the sum of $5,000, before they may be deposited in the Fund shall first be submitted to the City Attorney for acceptance or rejection. Any local, state and federal funding as well as of gifts, contributions and bequests to the Fund which exceed the sum of $5,000, before they may be deposited in the Fund shall first be submitted to the City Council for acceptance or rejection.
(f) All interest or other earnings from moneys received into said Fund shall be credited thereto and shall be devoted to the purposes set forth herein.
(g) This section shall sunset on December 12, 2024. All monies remaining in the Fund may be used for related neighborhood or public safety services.

(a) There is hereby created within the Treasury of the City of Los Angeles a Trust Fund known as the “Victim Services Trust Fund”.
(b) The purpose of this Fund is the receipt, retention and disbursement of undistributed restitution funds from the Superior Court to be utilized to pay for expenses incurred by victims of crimes prosecuted by the City Attorney’s Office. Covered expenses include, but are not limited to transportation, parking, child care and lodging.
(c) The Fund shall be administered by the City Attorney or the City Attorney’s designee in accordance with the purposes of the program.
(d) Expenditures from the Fund shall be authorized by the City Attorney or the City Attorney’s designee.
(e) Any money earmarked for this Fund, before they may deposited in the Fund, shall first be submitted to the City Attorney for acceptance or rejection.
(f) All interest or other earnings from moneys received into said Fund shall be credited thereto and shall be devoted to the purposes set forth herein.
(g) This section shall sunset on December 12, 2024. All monies remaining in the Fund shall revert to the Superior Court.
