Sec. 4.62.2. Supervision Differential.
 
   (a)   Notwithstanding any other provision of this chapter, a bona fide supervisory employee in a class which has its compensation fixed by salary range number, with the exception of all attorney classifications in the Office of the City Attorney, shall be paid at a rate at the appropriate step of the range with a first step rate equivalent to the second premium level rate above the first step rate of the subordinate class. For the purposes of this section, “bona fide supervisory employee” means a full-time, regularly assigned supervisor with full administrative and technical authority to assign, review and approve work of the supervisor’s subordinates. The rates to be compared in determining the supervision differential shall be the maximum salary rates of ranges prescribed for the authorized and allocated classes of the bona fide supervisor and the subordinate, excluding any premiums, bonuses, or working condition differentials. When comparing positions with five-step, 12-step, and 15-step salary ranges, the 5th, 12th, and 15th step, respectively, of said salary ranges shall be considered the top step of a salary range for purposes of this section. The Director of the Office of Administrative and Research Services shall investigate all employment situations described by this section and shall notify the Controller whenever a supervision differential shall be paid pursuant to this section.
 
   (b)   For purposes of this section, a bona fide supervisory employee shall not include the manager, assistant manager(s), executive officer, or chief assistant of any department, bureau, or office of the City. In those cases where the civil service class title of the chief assistant is not designative of the incumbent’s assignment, the Director of the Office of Administrative and Research Services may consider working titles and organizational structure in determining whether an employee is a chief assistant.
 
   (c)   Effective June 29, 2014, a non-represented employee in a classification with its compensation fixed by salary range, who is a bona fide supervisor as described above, shall receive additional compensation in the amount of 2.75% above the top step of the highest paid subordinate who is in a classification with its compensation fixed by salary range, where the top step differential of the supervisor’s salary range is less than 2.75% above the top step of the subordinate’s salary range. When comparing positions with five-step and 15-step salary ranges, the 15th step of the 15-step salary range shall be considered the top step of the 15-step salary range for purposes of this section.
 
   (d)   Effective June 28, 2015, a non-represented employee in a classification with its compensation fixed by salary range, who is a bona fide supervisor as described above, shall receive additional compensation in the amount of 5.5% above the top step of the highest paid subordinate who is in a classification with its compensation fixed by salary range, where the top step differential of the supervisor’s salary range is less than 5.5% above the top step of the subordinate’s salary range. When comparing positions with five-step, 12-step, and 15-step salary ranges, the 5th, 12th, and 15th step, respectively, of said salary ranges shall be considered the top step of a salary range for purposes of this section.

Sec. 4.65. Index to Classes and Salaries.
 
   Schedule “A” lists and names the classification titles applicable to the respective classes of positions in the City service compensated on either a flat-rate basis, or on a five-, twelve-, or fifteen-step compensation plan basis, together with the class code and flat rate amount or salary range number for each class of position. For positions represented in a bargaining unit, the applicable Memorandum of Understanding number, as identified in Section 4.61 of this Code, is listed next to the classification title.
 
   Where the applicable rate or rates of compensation provided for a position or positions of any class are to be changed by an amending ordinance, an amendment to Schedule “A”, changing the flat rate or salary range number, shall change such rate or rates of compensation.

Sec. 4.66. Rates of Compensation for Temporary Positions.

Sec. 4.67. Interpretation and Application of Compensation Plan.
 
   The salary range for the respective classes of positions are set out in Schedule “A”, with such amendments as may be adopted by the Council from time to time, shall have the force and effect and shall be interpreted and applied as follows:
 
   (a)   The salaries or rates of compensation prescribed are fixed on the basis of full-time service in full-time positions. Where any position provided for in the department personnel ordinance is by appropriate language specified or in any way indicated as being for less than full-time service, the rate of compensation provided for such position shall be proportionately reduced in the computation of the rate of compensation payable for part-time service in accordance with the part-time specification for any such position;
 
   (b)   The rates of pay prescribed shall be deemed to include pay in every form except pay for use of equipment supplied by the employee or reimbursement for necessary expenses authorized and incurred incident to the employment. When allowances are provided in addition to cash payments, such as full or part maintenance, consisting of one or more meals, lodging or living quarters, laundry, medical care or treatment, domestic or other personal services, or provisions, for the employee or the employee and the employee’s family, such compensation in kind shall be treated as part payment and shall be reported and deducted from the cash payable on the departmental payrolls, in the event of the value of the allowance as established in Section 4.101 of this Code or as set out in the department personnel ordinance.
 
   (c)   The Director of the Office of Administrative and Research Services is hereby directed to maintain an official record of the distinguishing duties and responsibilities of positions in cases where the Council has established two or more pay grades within a single class, and to periodically review the duties and responsibilities of such positions and report thereon to the City Council with recommendations, if any, for any changes in authority or compensation in order to assure that the existing ranges of compensation within such classes are commensurate with such duties and responsibilities. It is the responsibility of the appointing authority together with the Personnel Department and with the approval of the Director of the Office of Administrative and Research Services to establish administrative procedures consistent with merit principles for the assignment of persons to such salary grades.
