Sec. 22.76. Use Prohibited.
 
   Fire fighting apparatus, accessories and equipment under the jurisdiction and control of the Department of Fire shall not be used, employed or otherwise made available by the said Department for any proprietary purpose except as provided in Section 22.77. hereof.

Sec. 22.77. Authorization for Temporary Utilization.
 
   Subject to the rules and regulations of the Board of Fire Commissioners adopted therefor, the Chief Engineer of the Department may authorize the temporary utilization of fire fighting apparatus, accessories and equipment under the jurisdiction and control of the Department in order to cooperate with and assist other organizations, agencies or individuals for the purpose of training, education or other public benefit provided that in each instance such temporary utilization does not impair or otherwise interfere with the responsibilities of the Department in the discharge of its functions and obligations to the public.
 
   The Board shall adopt such reasonable rules and regulations in connection with the exercise of said authority as are necessary to carry out the provisions of this article and to fully protect the City from any liability or cost incurred in connection therewith, including the furnishing of insurance or a cash or surety bond in an amount and subject to such other terms and conditions as may be necessary to adequately protect the City’s interests.

Sec. 22.78. Accounting for Revenues.
 
   All revenues arising from each utilization of said equipment as authorized in Section 22.77 shall be accounted for as departmental receipts in accordance with the accounting practices established for said Department.

Sec. 22.79. Services for Which Fees Shall Be Charged.
 
   In addition to any other charges that may otherwise be provided by law, The Department of Fire shall charge and collect fees for preparing and furnishing copies of public records not exempt from disclosure pursuant to the California Public Records Act in accordance with a schedule established by the Board of Fire Commissioners. The amount of such fees shall be based upon the cost to the Department of the services rendered.

Sec. 22.79.1. Exemption from Payment of Fees.
 
   The fees required by this article shall not apply to any Department, bureau, or office of this City, or to any department, bureau, office, agency or subdivision of the Federal, State, County or municipal governments; nor to any public officer, board or body acting in an official capacity.
