There shall be a Board of Building and Safety Commissioners who shall be appointed, removed, and organized in accordance with Charter Sections 501-503. The Board shall have the power to make slight modifications for individual cases in the provisions of the building ordinances of the City, and in the yard area requirements of the zoning ordinance, provided that in each modification the Board shall first find that a special, individual reason makes the strict letter of the ordinance impractical and that the modification is in conformity with the spirit and purpose of the ordinance involved. Any such action shall be by resolution of the Board, duly entered in its minutes.
