There is hereby created within the Treasury of the City of Los Angeles a fund known as the “Essential Public Utilities Fund”. Such fund is the depository of collections for the furnishing of essential public utilities to residential properties. Moneys in said fund shall be received, accounted for, and used as provided in Chapter 8 of Division 6 of this Code.
