719.02 BINGO COMMITTEE.
   (a)   Membership. A Bingo Committee of five persons shall be appointed for terms of one year as follows:
Two by the Mayor, one of whom shall be from the legal staff of the Director of Law.
Two by the licensed bingo operators.
One by the four previously appointed members.
   (b)   Duties. It shall be the duty of the Committee to check on the bingo games conducted in the City and to report in writing, to the Police Department, any violations of the Ohio bingo regulations or this chapter.

719.03 RULES OF BINGO PLAY.
   (a)   No more than twelve hundred dollars ($1,200) shall be paid out in prizes at any bingo session, exclusive of door prizes.
   (b)   Door prizes not exceeding ten dollars ($10.00) in total cash, may be given at each session, except that during Christmas and Easter week, gifts may be given not exceeding twenty- five dollars ($25.00).
   (c)   No person under the age of eighteen shall play bingo or operate a bingo game.
   (d)   All advertising of bingo games shall be held to a minimum, and in good taste. No coupons or inducements for free admission shall be permitted to appear in an advertisement, or be distributed to the participants of a bingo session before, during or after any session.

719.99 PENALTY.
   Whoever violates any of the provisions of this chapter is guilty for a first offense of a minor misdemeanor. Subsequent violations shall be classified as a misdemeanor of the fourth degree. Punishment is as provided in Section 501.99 of the General Offenses Code.
