Every person propelling any pushcart, or riding a bicycle or an animal upon a roadway, and every person driving any animal-drawn vehicle, shall be subject to the provisions of this title applicable to the driver of any vehicle, except those provisions of this title which, by their very nature, can have no application.

(A) The provisions of this title regulating the operation, parking and standing of vehicles shall apply to authorized emergency vehicles, as defined in this chapter; except that, a driver, when operating such vehicle in any emergency, except when otherwise directed by a police officer, may:
(1) Park or stand, notwithstanding the provisions of this chapter;
(2) Proceed past a red or stop signal, or stop sign, but only after slowing down as may be necessary for safe operation;
(3) Exceed the prima facie speed limits so long as he or she does not endanger life or property; and
(4) Disregard regulations governing direction of movement or turning, in specified directions so long as he or she does not endanger life or property.
(B) The foregoing exemptions shall not, however, protect the driver of any such vehicle from the consequences of his or her reckless disregard of the safety of others.

No person upon roller skates, or riding in, or by means of, any coaster, toy vehicle or similar device, shall go upon any roadway, unless it be while crossing a street at a crosswalk or intersection.

(A) No person shall ride on any public conveyance or vehicle, or any portion thereof, not designed or intended for the use of passengers.
(B) This provision shall not apply to any employee engaged in the necessary discharge of a duty, or to persons riding within truck bodies in spaces intended for merchandise.
