482.06 PARKING FOR HANDICAPPED PERSONS AND DISABLED VETERANS.
   (a)   When a motor vehicle bearing registration plates or displaying a placard issued to handicapped persons or disabled veterans as prescribed in the Vehicle Code is being operated by or for the transportation of the handicapped person or disabled veteran, the driver shall be relieved of any liability for parking for the period of 60 minutes in excess of the legal parking period permitted, except where local ordinances or police regulations provide for the accommodation of heavy traffic during morning, afternoon or evening hours.
   (b)   At the request of any handicapped person or disabled veteran, local authorities may erect on a street, as close as possible to his or her place of residence, a sign indicating that that place is reserved for a handicapped person or disabled veteran, that no parking is allowed there by others and that any unauthorized person parking there shall be subject to a fine.
   (c)   The Director of Finance, along with the Police Chief and the City Manager, are hereby authorized to issue permits for the establishment and use of handicapped zones upon proper application being made therefore, and upon payment of a fee, as set forth in this section. The handicapped zone and appropriate signage will be installed after payment of a fee established by resolution of City Council and amended from time to time. An annual maintenance fee will be assessed by resolution of City Council and amended from time to time. The applicant will also pay for the time and material needed to install proper signs.
   (d)   All handicapped zones will be renewed each year by application submitted to the Director of Finance who, in conjunction with the Police Chief and the City Manager, will determine if the handicapped zone shall be renewed. The application for renewal must be accompanied by proof of disability or handicap. Applicable proof must consist of evidence of a Commonwealth of Pennsylvania handicapped plate, written proof from a physician of the condition or a State-issued placard.
   (e)   Handicapped zone permits will be issued only in residential areas of the City and there will be a restriction placed on the assigning of spaces covered by this section in the Central Business District, where parking meters are enforced.
   (f)   If a meter is removed for the issuance of a Handicapped Zone, the cost of that meter’s lost revenue will not be charged to the person being granted the Handicapped Zone. However, no Handicapped Zones will be issued in the Central Business District.

482.07 INTERFERENCE WITH POSTED RESTRICTED PARKING FOR CITY SERVICES.
   No person shall park any vehicle on a posted restricted parking street on a specified sweeper night that may interfere with providing city servcies. The penalty for such violation shall be the maximum allowed under Section 482.99(a).

482.08 OBSTRUCTION OF TRAFFIC OR DRIVEWAY ENTRANCES.
   No person shall park a vehicle within a street, alley or other public way or place in such a manner or under such conditions as to leave available less than ten feet of the width of the roadway for the free movement of vehicular traffic. No person shall stop, stand or park a vehicle within a street, alley or other public way or place in such a position as to block the driveway entrance to any abutting property.

482.09 PARKING ON NARROW STREETS.
   (a)   The Director of Public Works shall erect signs indicating that parking is prohibited upon any street when the width of the roadway does not exceed 20 feet, or upon one side of a street, as indicated by such signs, when the width of the roadway does not exceed 30 feet.
   (b)   When official signs prohibiting parking are erected upon narrow streets, as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign.

482.10 PARKING FOR PURPOSES OF SALE, SERVICING OR ADVERTISING.
   No person shall park a vehicle upon any roadway for the principal purpose of:
   (a)   Displaying such vehicle for sale;
   (b)   Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency; or
   (c)   Advertising, promoting and propaganda purposes.

482.11 PARKING ADJACENT TO SCHOOLS.
   (a)   The Director of Public Works is hereby authorized to erect signs indicating that parking is prohibited upon either or both sides of any street adjacent to any school property when such parking would, in his or her opinion, interfere with traffic or create a hazardous situation.
   (b)   When official signs are erected indicating that parking is prohibited upon either side of a street adjacent to any school property, as authorized herein, no person shall park a vehicle in any such designated place.

482.12 STOPPING, STANDING OR PARKING NEAR HAZARDOUS OR CONGESTED PLACES.
   (a)   The Director of Public Works is hereby authorized to determine and designate, by proper signs, places not exceeding 100 feet in length in which the stopping, standing or parking of vehicles would create an especially hazardous condition or would cause an unusual obstruction of or interference with traffic.
   (b)   When official signs are erected at hazardous or congested places, as authorized herein, no person shall stop, stand or park a vehicle in any such designated place.

482.13 PARKING IN ENTRANCES AND EXITS OF PARKING LOTS.
   No person shall park a vehicle at the entrance or exit of any established or licensed parking lot. All parking lot owners shall, at all times, keep open a lane for entrance as well as one for exit.
