In all cases of parking violations, either the registered owner or the operator of the vehicle involved may be prosecuted by complaint and warrant in traffic court, which shall be in addition to the right of the City to impound. The registered owner of the vehicle at the time of the violation shall be presumed to be a violator as well as the actual operator thereof, until proven otherwise.
