482.01 PARKING LIMITATIONS AND PROHIBITIONS IN GENERAL.
   (a)   Application of Section. The provisions of this section prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
   (b)   Interpretation of Section. The provisions of this section imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
   (c)   Parking Prohibited at All Times on Certain Streets. When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets restricted by other ordinances and regulations of the City, which ordinances and regulations are hereby made a part of this chapter by reference.
   (d)   Parking Prohibited During Certain Hours on Certain Streets. When signs are erected in a block giving notice thereof, no person shall park a vehicle between the hours specified in other ordinances and regulations of the City on any day, except Sundays and public holidays, within the district or upon the streets described in such ordinances and regulations, which are hereby made a part of this chapter by reference. All violation of this subsection shall be issued a fine of not less than twenty-five ($25.00).
   (e)   Stopping, Standing or Parking Prohibited During Certain Hours on Certain Streets. When signs are erected in a block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified in other ordinances and regulations of the City on any day, except Sundays and public holidays, within the district or upon the streets described in such ordinances and regulations, which are hereby made a part of this chapter by reference.
   (f)   Parking Time Limited on Certain Streets. When signs are erected in a block giving notice thereof, no person shall park a vehicle for longer than the time prescribed by other ordinances and regulations of the City, which are hereby made a part of this chapter by reference, within the district or upon the streets wherein the time is prescribed. This subsection shall not be applicable on Sundays and public holidays, such as New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
   (g)   Signs Required. Whenever a parking time limit is imposed or parking is prohibited on designated streets by any other ordinance or regulation of the City, the Director of Public works shall erect appropriate signs giving notice thereof and no such ordinance or regulation shall be effective unless such signs are erected and in place at the time of any alleged offense.
