238.01 ASSISTANT CITY ENGINEER; ASSISTANT SUPERINTENDENT OF SEWERS; HIGHWAY FOREMAN.
   (a)   The positions of Assistant City Engineer, Assistant Superintendent of Sewers, and Highway Foreman, are hereby established in and for the City and placed in the Department of Public Works.
   (b)   The Assistant City Engineer, Assistant Superintendent of Sewers, and Highway Foreman, shall perform such duties as may be assigned to them by the Director of Public Works.

238.02 GENERAL RESPONSIBILITIES.
   The Department of Public Works shall be responsible for the design, construction, operation, and maintenance of those physical structures, equipment and facilities that are owned or maintained by the City to house governmental functions and to provide waste disposal, transportation, recreation and similar operations and services as required.

238.03 DIRECTOR.
   The Department of Public Works shall be headed by a Director who shall be responsible to the City Manager for the performance of the functions of the Department. The duties and responsibilities of the Director shall include, but not be limited to, the following:
   (a)   Provide engineering services for the City.
   (b)   Construct and maintain the streets, bridges, curbs and gutters of the City, including the provision of street cleaning, snow removal and ice control services.
   (c)   Construct and maintain storm and sanitary sewer structures, facilities and appurtenances.
   (d)   Construct, operate, and maintain public wastewater treatment and disposal structures, facilities and appurtenances.
   (e)   Install and maintain traffic control devices and directional signs and signals, street name signs and parking meters.
   (f)   Oversee the collection and disposal of solid wastes.
   (g)   Plant and maintain trees and other vegetation along City rights of way and other property of the City.
   (h)   Construct, maintain and provide for custodial services for all Municipal buildings.
   (i)   Provide for inspection and related procedures to assure property maintenance and repair of sidewalks in accordance with City ordinances.
   (j)   Repair and maintain all City vehicles and equipment, except those vehicles whose repair and maintenance is specifically provided for elsewhere in these Codified Ordinances.
   (k)   Plan, develop, design and administer, in cooperation with other appropriate departments and agencies of other governments, expansion and modification of facilities for which the Department is responsible.
   (l)   Maintain and update the official maps, plats, plans, and other engineering records of the City.
   (m)   Construct improvements upon and maintain the parks and playgrounds of the City and the City golf course.
   (n)   Manage the City parking garages and facilities.

238.04   RECREATION COORDINATOR.
   (a)   Generally. The Recreation Coordinator shall be a part-time seven-month position (March 1 thru September 30 of each calendar year) who shall be responsible to the Public Works Director and the City Manager for the performance of the function of the City's recreation activities and programs.
   (b)   Duties and Responsibilities. The duties and responsibilities of the Recreation Coordinator shall be to assist the Public Works Director and City Manager in the following matters, but not be limited to the following:
      (1)   Plan and design in cooperation with other appropriate City departments, City park and recreation facilities owned or otherwise controlled by the City.
      (2)   Organize, equip and conduct recreation and leisure programs for all citizens of the City.
      (3)   Recommend fees.
      (4)   Other duties and responsibilities as assigned by the Director and the City Manager.
   (c)   Facilities used for recreation purposes may be used for organized recreation activities by individuals and organizations. A fee shall be assessed for facility uses. The fee shall be set by ordinance of City Council and amended from time to time.
