220.03 APPOINTMENT AND QUALIFICATIONS OF DEPARTMENT DIRECTORS.

All department directors shall be appointed by and serve at the pleasure of the City Manager. Department directors shall be chosen solely on the basis of executive, administrative and technical qualifications as are pertinent to the function, duties and operations of their respective departments and as are prescribed by law.
