Under the authority granted in Public Act 539 of 1982, being M.C.L.A. 211.30(5), a resident taxpayer may file his or her protest before the Board of Review by letter without a personal appearance by the taxpayer or his or her agent.

HUMAN RELATIONS COMMISSION
The purpose of the Human Relations Commission shall be to promote the purpose of the Fair Housing Act, Public Act 112 of 1968, as amended, and to secure for all individuals in the city freedom from discrimination in real estate transactions because of race, color, religion, national origin, sex, marital status, age, or handicap.

(A) Pursuant to the City Charter, the Home Rule Act (M.C.L.A. Chapter 117), and the Fair Housing Act, the Human Relations Commission is established. (‘83 Code, § 33.080)
(B) The Commission shall consist of five members, to be appointed by the Mayor with the approval of the City Council. The term of office of the members of the Commission shall be for two years from date of appointment. Members shall serve without compensation and may be removed for cause by the Mayor with the approval of the City Council. Any vacancy shall be filled only for the remainder of the unexpired term. (C) The Commission shall elect its own Chairperson and may create and fill such other of its offices as it may determine. The Commission shall hold regular meetings. The Commission shall adopt rules and regulations for the transactions of its business, and shall keep records of its transactions, findings, and determinations; and to the extent consistent with the Fair Housing Act, the records shall be public. The records and reports required by the Commission shall conform as nearly as convenient to corresponding records and reports required by the state commission and by federal law. An annual report shall be filed with the City Council as to the Commission's activities. (‘83 Code, § 33.084)

The Commission shall have those powers within its jurisdiction which the state commission has under Chapter IV of the Fair Housing Act, except that it shall not issue cease and desist orders without written approval of the state commission upon filing of the transcript of proceedings, findings of fact, and recommendations. It may, however, conciliate claims of unfair housing practices. Written notice of the extent of its powers shall be given to a claimant prior to accepting any claim. Review or enforcement of a final order shall be the same as that of the state commission.

COMMISSION ON AGING
For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CHAIRPERSON. The Chairperson of the Commission on Aging.
COMMISSION. The Commission on Aging of the city.
SECRETARY. The Secretary of the Commission on Aging.

(A) The Commission shall consist of nine members appointed by the Mayor, subject to Council approval. Of the nine members appointed, at least four shall be 60 years of age or older. At least one member of each officially recognized senior citizen's club shall be so appointed. Four members of the Commission shall be appointed at large from the entire community. Members of the Commission may be removed for cause by the Mayor subject to the approval of the City Council. (‘83 Code, § 33.092)
(B) The members of the Commission shall serve without compensation. The members of the Commission shall be appointed for terms of three years each; however, of the first members appointed, three shall be appointed for terms of one year each, three for a term of two years each, and three for a term of three years each. Any vacancies shall be filled in the same manner as original appointment for the remainder of the unexpired term. (‘83 Code, § 33.093)

The Commission members shall, immediately after their appointment, meet and organize by electing one of their members as Chairperson and one as Secretary, and by electing such other officers as they may deem necessary. The Commission shall meet not less than once each month for the transaction of its business.
