§ 33.045 MEMBERSHIP; TERM; COMPENSATION.
   (A)   The Parks and Recreation Commission for the city is continued. (‘83 Code, § 33.025)
   (B)   The Commission shall consist of nine electors of the city, who shall be qualified by experience and shall have evidenced interest in the development of parks and recreation services for public use. The Commissioners shall be appointed by the Mayor, subject to the approval of the City Council or as otherwise provided by state law, for a term of three years, with vacancies occurring each year, except that for the first appointment, three members shall be appointed for three years, three members for two years, three members for one year.    (C)   Members of the Parks and Recreation Commission shall act without compensation, except they may be reimbursed for actual expenses by resolution of the City Council.

§ 33.046 DUTIES.
   It shall be the duty of the Commission to advise the Director of Parks and Recreation as to reasonable needs of recreational facilities and activities in which the city may properly participate.

§ 33.047 MEETINGS.
   The Commission shall have the power to adopt rules and regulations for the conduct of business within its jurisdiction, and shall keep a record of all its proceedings. Five members shall constitute a quorum. A vacancy in the Commission shall occur when any member shall fail to be present at four consecutive regular meetings, or 25% of the meetings in any fiscal year, unless such absence shall be excused by the Commission and the reason therefor entered in the proceedings.

§ 33.048 ACQUISITION OF PROPERTY.
   The city shall have the power to acquire by purchase, gift, bequest, or otherwise, and to improve, protect, and equip real property for the benefit of the people of the city, and to organize park and recreational activities using such properties and/or other public or private properties by consent of the owners or directors.

HOUSING COMMISSION
§ 33.075 ESTABLISHMENT; MEMBERSHIP.
   (A)   Pursuant to Public Act 18, Extra Session of 1933, being M.C.L.A. § 125.651 et seq., as amended, the Housing Commission is created. (‘83 Code, § 33.045)
   (B)   The Commission shall consist of five members to be appointed by the Mayor with the approval of the Council. City employees and/or officials other than elected officials are eligible for appointment to the Commission. The term of office of the members of the Commission shall be five years. Members of the first Commission existing hereunder shall be appointed for the terms of one year, two years, three years, four years and five years respectively, and annually thereafter one member shall be appointed for the term of office of five years. Members of the Commission shall serve without compensation and may be removed from office by the appointing authority. Any vacancy in office shall be filled by the appointing authority for the remainder of the unexpired term. (‘83 Code, § 33.046)
§ 33.076 POWERS AND DUTIES.
   The Housing Commission shall have all the powers and duties vested or permitted to be vested in housing commissions by Public Act 18, Extra Session of 1933, being M.C.L.A. § 125.651 et seq., as amended, it being the intention of this section to vest in the Housing Commission all powers and duties permitted by law.

§ 33.077 OFFICERS; PROCEDURES.
   The Commission shall meet at regular intervals, and the meetings shall be public. It shall adopt its own rules of procedure and shall keep a record of the proceedings. Three members shall constitute a quorum for the transaction of business. A President and Vice-President shall be elected by the Commission. The Mayor, with the approval of the Council, shall designate the Housing Director, who shall serve as the administrative head and Secretary for the Commission. The Commission may, from time to time, as necessary, employ engineers, architects, consultants, or other employees. The Commission shall prescribe the duties of all its officers and employees and may, with the approval of the appointing authority, fix their compensation.
