(A) General. The powers and duties of the Commission, which shall be exercised and performed as herein provided and in conformity with the Charter and the general ordinances of the city, shall be as follows.
(1) To confer with and advise the Mayor and the Council on programs and services, including state, federal, county, and municipal programs which are beneficial to the aging.
(2) To develop, compile, and disseminate information to the Council as necessary for the implementation of programs and services to be recommended by the Commission.
(3) To periodically survey conditions within the city to determine whether or not the community affords those services and facilities which are conducive to a healthy and meaningful existence for the aged.
(4) To recommend to the Council the possible creation of rewarding social and recreational programs for the aged in an enriched community environment.
(5) To inform and advise the Council of fraudulent, unethical, or unfair business practices to which the aged might become prey, and make recommendations to the Council of means to stop such practices.
(6) To recommend opportunities for the aged for creative self-expression.
(7) To perform any other duties as suggested or approved by the City Council.

(B) Rules and regulations. The Commission shall make such rules as are necessary to carry out the Commission's business. (‘83 Code, § 33.097)
