ARTICLE XI: NOMINATIONS AND ELECTIONS
The City of Garden City shall constitute one ward. The election of all city officers as provided in this Charter shall be on a nonpartisan basis. The general election laws of the state shall apply to and control, as near as may be, all procedures relating to registration and city elections except as such general laws relate to political parties or partisan procedure and except as otherwise provided in this Charter.
A city primary election shall be held on the Tuesday following the first Monday in August of each odd-numbered year unless otherwise provided in this charter. No primary shall be conducted unless there are more than twice the number of candidates for the vacancies to be filled. The number of candidates receiving the highest number of votes equal to twice the number of vacancies to be filled at the election shall be certified by the City Clerk and listed on the general election ballot. No candidate shall be deemed elected at such primary.
Special city elections shall be held when called by resolution of the Council, adopted at least 60 days in advance of such election. Any resolution calling a special election shall set forth the purpose of such election. No special election shall be held when a general election is within 90 days. No more than two special elections may be called in one calendar year, nor more than one special election on the same issue called in one calendar year.
