ARTICLE VII: TAXATION
SECTION 7.01 POWER TO TAX AND SECURE REVENUE.
   In order to carry out the purposes, powers, and duties of city government established by this Charter, the city may assess, levy, and collect taxes, rents, tolls, and excise or specific taxes.
SECTION 7.02 SUBJECTS OF TAXATION.
   The subjects of ad valorem taxation for municipal purposes shall be the same as for state, county, and school purposes under the general law. Except as otherwise provided by this Charter, city taxes shall be levied, collected, and returned in the manner provided by state law. The city shall likewise levy, collect, and return state, county, and school taxes as provided in the general laws of the State of Michigan.
SECTION 7.03 TAX RATE LIMIT.
   Exclusive of any levies authorized by law to be made beyond charter tax rate limitations, the annual ad valorem tax levy shall not exceed 1.8% of the assessed value of all the taxable personal and real property in the city.
