A city employee or appointed city official may become a candidate for nomination or election to municipal office only when: he has filed a petition as prescribed by the Charter, Sec. 11.09, and has filed by the date for withdrawal of petitions, and affidavit with the City Clerk verifying his withdrawal, leave of absence, or termination of city office or employment.
