SECTION 11.12 BOARD OF CANVASSERS.
   A Board of Canvassers shall be provided in accordance with state law and shall publicly canvass the election returns, determine the vote upon all questions and propositions, and declare whether the same have been adopted or rejected and what persons have been elected at such election.
