ARTICLE IV: ADMINISTRATIVE DEPARTMENTS AND APPOINTMENTS
SECTION 4.01 ADMINISTRATIVE DEPARTMENTS.
   All executive and administrative offices, agencies, and instrumentalities of the city and their respective powers and duties, except as otherwise provided by law or this Charter, shall be allocated among and within the following six principal departments. The Council, based on recommendations of the City Manager, to the extent permitted by law, may create or abolish other departments, make changes in the assignment of functions among the six principal departments, or add to, or subtract from the functions allocated to any one department when it considers such change necessary for the efficient administration of city government.
SECTION 4.02 DEPARTMENT DIRECTORS; APPOINTMENT, REMOVAL, POWERS, AND DUTIES.
   Subject to approval of the Council, the City Manager shall appoint and may remove all department directors. The department director shall be the head of his respective department and shall have direct supervision over all personnel within his department. Subject to such general rules and regulations or contractual obligations, as may be established by the Council and the City Manager, the department director shall appoint and may remove employees within his department, and he shall assign the duties and responsibilities of all personnel under his jurisdiction. Department directors shall be appointed solely on the basis of executive and administrative qualifications with special emphasis upon the specialized training and background necessary for the proper functioning and administration of each particular department. The Council shall establish salaries of the officers of the city by ordinance.
SECTION 4.03 DEPARTMENT OF POLICE.
   There shall be a Department of Police organized of such ranks and grades as the Council may determine. The Department of Police shall be responsible for the preservation of the public peace, prevention of crime, apprehension and detention of criminals, regulation of traffic, protection of rights of person and property, and enforcement of the laws of the state and the ordinances of the city and all rules and regulations made in accordance therewith.
SECTION 4.04 DEPARTMENT OF FIRE.
   There shall be a Department of Fire organized of such ranks and grades as the Council may determine. The Department of Fire shall be responsible for the extinguishment and prevention of fire within the city, and for the preservation of life, safety, and welfare in emergency situations or natural catastrophes.
