No person shall be issued a license by the Chief of Police unless such person first has been issued a permit for peddling or soliciting by the Police Department, or has obtained a clearance from the Law Department stating that no license is required.

Licenses shall be issued by the Chief of Police upon the applicant's complying with the following provisions:
(a) Giving his or her name, present address and permanent address;
(b) Giving a brief description of the nature of the business and the kinds of goods or property to be peddled or solicited;
(c) Paying the license fee required by this chapter for such license;
(d) Giving the name and address of the licensed employer and exhibiting credentials showing he or she is an authorized employee or representative of such licensed employer, in the event the application is for an employee's license;
(e) Furnishing two photographs of the applicant, of appropriate size, one of which shall be attached at all times to the license, and the other delivered by the Finance Director to the Police Chief for his or her files.

(a) Every person desiring a solicitor's or peddler's license shall pay to the City a license fee of two hundred dollars ($200.00) per year, payable in advance, provided, however, that a six-month license may be issued upon the payment of one hundred dollars ($100.00).
(b) Any person having a valid solicitor's or peddler's license may have licenses issued to his or her employees in accordance with subsection (c) hereof.
(c) Employees of any licensed solicitor or peddler, as provided in subsection (b) hereof, shall pay to the City a license fee of fifty dollars ($50.00) per year, payable in advance, provided, however, that a six-month employee's license may be issued upon payment of twenty-five dollars ($25.00).
The following persons shall not be required to obtain a license or pay a license fee as provided in this chapter, but shall obtain a permit from the Police Department as provided in Section 757.04:
(a) Any person soliciting or peddling anything which such person has personally manufactured or produced;
(b) Any farmer, poultryman or horticulturist soliciting or peddling his or her own produce. This exemption shall not apply to farmers, poultrymen or horticulturists who buy goods for resale, as well as sell their own produce;
(c) Any person soliciting or peddling for, or selling tickets for, any religious, civic, recreational, nonprofit, charitable, school, educational or veterans organization, including, but not limited to boy scouts, girl scouts, little league, and the like;
(d) Any peddling of or soliciting for the sale of religious or educational publications and books; and
(e) Any other person exempted by the Mayor for good cause shown.
No employee's license shall be issued under the provisions of Section 757.06(b) to any employee of any solicitor or peddler exempted from the payment of a license fee by the provisions of Section 757.07, provided, however, that every employee of such solicitor or peddler shall obtain a license and pay the fee required by Section 757.06(a).

The provisions of this chapter shall not apply to:
(a) The peddling or soliciting of newspapers, ice, milk, cream, butter, eggs, cheese, laundry, baked goods, dry cleaning or dairy products other than popsicles, ice cream and frozen dairy products;
(b) Salesman or agents for wholesale houses or firms who solicit orders from or set to retail dealers for resale, or to manufacturers for manufacturing purposes, or to bidders for public works or supplies.

Every solicitor or peddler licensed under this chapter shall have his or her photograph attached to his or her license and shall have his or her license in his or her immediate possession at all times. When peddling or soliciting, he or she shall display his or her license and photograph upon demand of any police officer of the City and upon demand of any person to whom he or she is peddling or soliciting.
