No person, except those exempted under Section 757.09, shall peddle or solicit without having complied with the following requirements:
(a) Every person who desires to peddle or solicit shall register in a registration book provided for that purpose in the Police Department, the following information:
(1) The name, age and physical description of the applicant;
(2) A complete permanent and local address of the applicant;
(3) The name and address of the person, group or corporation for whom the solicitation is presently being made;
(4) A description of the nature of the business in which he or she is engaged, and the kind of goods, services or wares to be peddled or solicited;
(5) The names of all other municipalities in which the applicant has conducted soliciting activities during the past three months;
(6) Whether the applicant has ever been denied a license or permit to solicit or had such a license or permit revoked, including the time and place of such denial or revocation;
(7) Whether the applicant has ever been convicted of a violation involving moral turpitude, including the time and place of any such conviction;
(8) The proposed dates and times of the solicitations and the routes to be followed or locations in conducting the same; and
(9) The make, model, year, color and license plate number of all vehicles used by the applicant during the period of solicitation and the number of the applicant's driver's license and the state of issuance.
(b) Such registration shall be valid for a period of one year and such person must register at the end of each year.
(c) As evidence of compliance with the provisions of this section, the Police Department shall issue to each person who complies, a permit which shows the name and address of such person, the name of the person he or she represents or by whom he or she is employed, if any, and the kind of goods or property to be peddled or solicited.
(d) Every person applying for a permit pursuant to this section must pay in advance a nonrefundable application fee of twenty-five dollars ($25.00) per year.
(e) Where applicable, every person shall have a valid County vendor's license as required under Ohio R.C. 5739.17.

(f) Any person applying for a permit pursuant to this section shall permit the Police Department to fingerprint him or her.
