Any person desiring an amendment to the zoning of property shall file with the Clerk of Council the following:
A. A petition for a zoning amendment;
B. Twenty-five copies of the proposed zoning legislation and twenty-five (25) copies of the plat drawn to the scale of one inch equals one hundred feet (1"=100');
C. An ordinance, approved in writing as to form by the City Law Director, containing the following:
1. A legal description or survey of the area, including size in square footage or acreage;
2. The location of the area as to City streets and numbers or distance from an indicated intersection;
3. The names of the owners of the property to be zoned or rezoned if there are ten (10) or less. If there are more than ten property owners, then the name of the petitioner shall be recited in the ordinance; and
4. The caption of the ordinance shall contain a brief description of the land as to its location and the names of the property owners, if there are ten (10) or less. If there are more than ten (10) property owners, then the caption shall contain the name of a petitioner;
D. A fee as established by City Council to defray the costs of notices and other expenses connected with the hearings herein provided for;
E. A list of the names and addresses of owners and permanent parcel numbers of property contiguous to and directly across the street, road or highway from such property;
F. The name, address and phone number of the applicant;
G. The present use and zoning of the property;
H. The proposed use and zoning of the property.

Any request for consideration of a zoning amendment shall be transmitted to the Planning Commission pursuant to Section 4.12 of the Charter for the City of Elyria.

Written notice of the Zoning Map amendment hearing shall be mailed by first class mail, or hand delivered, at least ten (10) days before the date of the hearing to all owners of the property to be zoned or rezoned and to the owners of property contiguous to and directly across the street, road or highway from such property to the addresses of such owners appearing on the County Auditor's current tax list or the Treasurer's mailing list and to such other lists as may be required by Council. The notice shall contain the same information as required of notices under Section 4.l3 of the Charter for the City of Elyria.
