If any vehicle, while unoccupied by a licensed driver, is found upon a thoroughfare in violation of any provisions of this chapter or of Arizona Revised Statutes title 28, chapter 6, article 14, as amended, the owner or person in whose name such vehicle is registered pursuant to Arizona Revised Statutes title 28, chapter 3, as amended, shall be held prima facie responsible for such violation.
