It is a civil traffic violation for any commercial vehicle having a gross vehicle weight rating (GVWR) exceeding sixteen thousand (16,000) pounds, or a tractor, semitrailer, trailer or bus, to travel upon or park on, at, or near any thoroughfare, parking lot, garage, or empty lot of the city, except upon such truck routes and/or truck parking lots as may hereinafter be designated.
