The coordinator or committee, after reviewing the information provided by the applicant, and only if the special event has been approved, may recommend that the city council approve, or deny, in whole or in part, the request for allocation of city resources and with such recommendation shall provide council with the cost, type and extent of city assistance requested for such event for council's consideration.
