The city council hereby creates and authorizes the finance director to establish the city of Eloy antigraffiti trust fund. The proportion of the penalties assessed against violators of this section 13-14 that accrue to the city will be placed in the fund, along with any monetary donations received from persons wishing to contribute to the fund. The city manager will direct the expenditures of monies in the fund. Expenditures are limited to payment for the cost of graffiti removal, rewards for information leading to the successful arrest and indictment of violators of this section 13-14, the costs of administering this section 13-14, and such other public purposes that are involved with graffiti abatement.
