A.   Terms: The terms for the three (3) citizen members shall be three (3) years. The terms for all current citizen member positions shall be renewed on January 1, 1997.
   B.   Absence From Meetings; Member Retired: Absence from two (2) consecutive meetings without formal consent of the committee shall be deemed to constitute the retirement of such member and the position shall thereupon be declared vacant.
   C.   Filing Minutes Of Committee: Minutes of the committee shall be filed with the city clerk, city manager and the city council.
   D.   Filling Vacancies: Vacancies on the committee occurring otherwise than by expiration of the term shall be filled in the manner herein set forth for the unexpired term of the member leaving the committee.
   E.   Meetings:
      1.   The committee shall hold regular quarterly meetings, which shall at all times be open to the public; the time and place of said meetings shall be posted in accordance with any currently applicable Arizona state statutes regulating public meetings and proceedings (open meeting laws).
      2.   Special meetings may be called by the chairperson on twenty four (24) hours' notice.
      3.   Three (3) members of the committee shall constitute a quorum for the exercise of the powers and authority conferred upon it.
   F.   Officers: At the first meeting after appointment and at the first meeting held in any calendar year thereafter, the members of the committee shall elect a chairperson and vice chairperson.
   G.   Rules Of Order: "Robert's Rules Of Order" shall govern the conduct of meetings in the event of a procedural dispute. (Ord. 53 § 2, 5-14-1956; Ord. 96-420, 6-10-1996)
