5-7: OWNER-BUILDER PERMITS:
   A.   The issuance of permits to unlicensed builders or contractors shall be restricted to the following terms and conditions. The term "duly licensed contractor" as used in this section includes a contractor with a valid license for work to be done pursuant to ARS Title 32, Chapter 10. The Building Official is authorized to issue a permit for the construction or improvement of a detached one or two family residential structure or appurtenances thereto, provided that the person requesting the permit is a contractor duly licensed by the State of Arizona, or the bona fide owner of the property who is doing the work themselves or jointly with a contractor duly licensed by the State of Arizona.
   B.   The Building Official may issue a permit to the owner(s) of a property who build or improve structures on such property, other than structures in paragraph A. above, and who do the work themselves or jointly with duly licensed contractors or persons otherwise exempt from licensing, provided that the owner-builders are personally occupying the property or plan to occupy same within thirty (30) days of the final inspection, and providing further that the structure is not offered for sale or rent for a period of one (1) year after completion of the work.
