If any section, subsection, sentence, clause or phrase of this chapter is for any reason held to be invalid or unconstitutional, such provision shall not affect the validity of the remaining portions of this chapter. It is hereby declared that this chapter in each section, subsection, clause or phrase thereof would have been adopted irrespective of the fact that any one or more such section, subsections, sentences, clauses or phrases may be declared invalid or unconstitutional.
