Restaurant retail liquor licenses shall be granted only to bona fide restaurants, and hotels as herein defined. Retail liquor licenses shall be granted only to those applicants who operate a bona fide store and who designate in their application an intention to sell spirituous liquor in the original package for consumption off the premises where sold.
