All licenses shall be approved by the common council at a regular meeting, and then only after application on the form prescribed and furnished by the common council, signed by the person making the application, if a natural person, or if made by a partnership, by a member or partner thereof, or if made by a corporation, by an executive officer thereof, and all such applications shall be under oath.
