Every person who engages in the business of selling or disposing in any manner of spirituous, vinous or malt liquors, either as a restaurant retail liquor dealer, retail liquor dealer, or on-sale retailer, shall be licensed in the manner as set forth in this chapter, and it shall be unlawful to engage in any such business until the provisions of this chapter are complied with, the license fee therefor paid in advance, and a license issued therefor.
