7-3-1: PARKS, RECREATION AND BEAUTIFICATION BOARD:
   A.   Appointment; Terms: There is hereby created a parks, recreation, and beautification board, consisting of five (5) members who shall be appointed by the mayor subject to the approval of a majority of the city council. Each member shall be appointed for a three (3) year term and shall serve until their respective successors have been appointed and qualified; provided that no individual shall be appointed to serve in excess of three (3) terms.
   B.   Duties: The parks, recreation, and beautification board shall have charge of the care, management and control of all municipal parks and recreational areas. It may make rules and regulations governing the parks and recreational areas, subject to the enactment of ordinances by the city council. It may also make such rules and regulations governing its operation as it may deem necessary subject to approval by the city council. The parks, recreation, and beautification board shall provide reports to the city council, no less than four (4) times a year, regarding the state of the city parks and city recreation areas and recommendations for any change. The parks, recreation, and beautification board shall engage with local groups regarding beautification projects. (Ord. 03-04, 8-12-2003; amd. Ord. 21-05, 5-11-2021)
7-3-2: DESIGNATED PARKS:
All places owned by the city and used as parks are declared to be public parks within the meaning of this chapter and are subject to all rules and regulations set out in this chapter. (Ord. 03-04, 8-12-2003)
