A. Hours Designated:
1. The city parks shall be open to the public during times listed below. At all other times, the parks shall be closed.
a. Osborne Park shall be open to the public from four forty five o’clock (4:45) A.M. to eleven o’clock (11:00) P.M.
b. The Youth Sports Complex shall be open to the public from four forty five o’clock (4:45) A.M. to eleven o’clock (11:00) P.M. for non-sanctioned events.
c. Splash Park, Rockbridge Park, Kolker Park, Country Aire Park, and Library Park shall be open to the public from seven o’clock (7:00) A.M. to ten o’clock (10:00) P.M.
2. No person shall refuse to leave any park or remain in any park during such hours as the park is closed for public use.
3. The hours shall be posted at each park in conspicuous places to be easily observed.
B. Extension Of Hours; Closing For Emergency:
1. The council may, for good cause shown, extend the hours of any park, or portion thereof, for recreational, religious, civic, charitable, benevolent, fraternal or similar activities, which shall be granted upon the application for a permit.
2. The council shall also have the authority to declare any park, or section thereof, temporarily closed to the public when it determines that an emergency exists, which affects the health, safety and welfare of the city or the protection of its property.
