   This chapter defines the general organization of the city, establishes various positions and sets forth what is expected from each element of the total city personnel picture. The role of the Mayor and the City Council, the key city staff positions and various special appointments are all defined. In addition to this general definition, other portions of the code prescribe specific duties and responsibilities. The compensation of all employees and appointed officers and boards shall be set, from time to time, by resolution of the City Council.
