Effective upon passage of this chapter, the terms for the Park Board shall expire on the last day of February instead of the last day of December. The terms of all persons serving on the Park Board and Utility Board at the time of passage of this chapter shall have their term extended two months to the last day of February of the year following that year in which their term was set to expire.
