(A) The Administrator is responsible for the overall direction of all city activities. He or she develops plans to carry out Council intentions, organizes the work of departments, develops the staff needed to do the work, sets priorities and makes sure work is done to high standards of quality and performance.
(B) The Administrator has staff responsibility for finance, planning, engineering, personnel, public relations, engineering and social services as well as operations. He or she coordinates the work of the City Attorney and Engineer as well as that of staff. However, the Administrator is the agent of the Council and Mayor in all that is done. These responsibilities are extensions of those of the elected officials and as such are done in close cooperation and coordination with those officials.
