§ 4.00 CITY ADMINISTRATOR.
   (A)   The Administrator is responsible for the overall direction of all city activities. He or she develops plans to carry out Council intentions, organizes the work of departments, develops the staff needed to do the work, sets priorities and makes sure work is done to high standards of quality and performance.
   (B)   The Administrator has staff responsibility for finance, planning, engineering, personnel, public relations, engineering and social services as well as operations. He or she coordinates the work of the City Attorney and Engineer as well as that of staff. However, the Administrator is the agent of the Council and Mayor in all that is done. These responsibilities are extensions of those of the elected officials and as such are done in close cooperation and coordination with those officials.
   (C)   The expectations of the Administrator include the following roles:
§ 4.01. Manager and director of city operations, working with the Department heads;
§ 4.02. Implementor of Council’s policies and programs;
§ 4.03. Provider of feedback to Council regarding goals, programs and operations;
§ 4.04. Developer of options with respect to problems, policies and programs;
§ 4.05. Sounding board for Council and Mayor;
§ 4.06. “Professional” budget and management systems developer;
§ 4.07. Assistant in clarifying and maintaining roles of Mayor, Council and Administrator and demander of “excellence” from Council just as Council is a demander of excellence from city staff;
§ 4.08. Innovator - provides new ideas for improvement of city’s operations and productivity; and
§ 4.09. Developer and encourager of a working environment designed to achieve the best results from the efforts of city employees.
