§ 3.00 CITY COUNCIL.
   The city has a five member Council elected at large for four-year staggered terms. The Council is the body having ultimate responsibility for all of the affairs of the city. Its specific duties include the definition of city actions, steps to fund those actions (budgeting), approval of payments, the exercise of fiscal and management control and as the arbiter of all matters affecting the city. Each member of the City Council shall be compensated, in an amount as set from time to time by resolution, for each Council meeting and Committee of the whole attended, and shall be paid in semi-annual installments. To fulfill these duties, the Council has the following roles and responsibilities:
§ 3.01. Governing body - acts on all matters affecting the city;
§ 3.02. Legislative policy making body - develops and passes such ordinances and resolutions as may be needed to direct and control activities within the city;
§ 3.03. Develops and approves budgets, thereby appropriating funds for the work the city is to do;
§ 3.04. Establishes goals and major performance objectives;
§ 3.05. Sets the “tone” of governmental quality and excellence;
§ 3.06. Assists the Mayor and city staff in the accomplishment of their roles, i.e., works as a part of the overall team rather than just a system of checks and balances;
§ 3.07. Monitors city performance and service levels;
§ 3.08. Acts as a buffer between the city and its citizens, educating the public on complex issues and molding and interpreting public opinion; and
§ 3.09. Maintain a far-sighted attitude, recognizing the city is a continuing entity.
