Every owner, operator or manager of any facility or structure in which natural persons may reside within the Township of Dover for rental or other charge including, but not limited to, hotels, apartments, rooming houses, boarding houses, houses, trailers, mobile homes, or any type of dwelling unit, shall, as to each such facility or structure of which he is the owner, operator or manager, notify the Township Enumerator of each natural person who is a resident of such facility or structure, of which he is the owner, operator or manager, who is 18 years of age or over, within 30 days from the commencement of such residency by each such natural person or the date of his or her attainment of the age of 18 years.
