Sec. 13-3-20.   Commitment to serve.
   A request submitted to the City by a property owner for a confirmation or a commitment to serve the property with water, drainage and/or sewer services will be granted by the City only after such property owner has signed a System Development Fees Agreement as required by Section 13-5-50 of this Chapter.
